Build new website

Need someone to build a website from scratch. I'm an individual - not a corporation, so not a huge budget, but looking for someone to help build a basic site.
The design should be simple. Purpose of site is for friends to upload photos and videos and share them with others. I'll need a way for people to enter their name and some basic info and then be able to upload photos and videos. Need means for people to only show their photos and videos to their friends (not publicly visible), so need...
